I change the registry key then run "devcon.exe restart" passing the PNP Device ID of the USB drive and the registry change is immediately available to processes.

PNPID = "@USBSTOR\DISK&VEN_KINGSTON&PROD_DATATRAVELER_2.0&REV_1.00\0014780C9ED2SK8810150049&0"
